I just realized why the photo above looked odd to me after reading this Chicago Tribune article on the NYC transit strike: NYC has a 24-hour transit system. Aside from station closures for complete architectual overhauls, the entrances to the subways are always open. Not necessarily with a toll booth operator, but open and accessible to use via your MetroCard.
Since the subways are 24-hours, there is no gates/doors at the entrances. Which is why they're being chained off like this all across the City.

I'm heading up there tomorrow evening to have dinner with some clients. I told them we'd have to find a restaurant close to Penn Station if I couldn't find a cab.
One New Yorker told me that this morning taxis were to ld to pick up four passengers and charge each passenger a flat rate: $10 in Zone 1. So, this is a real boon to cab drivers. My friend took a 7-block ride...10 bucks. She said it's a madhouse...and I definitely don't like riding in the front of a cab...or worse, sandwiched between two strangers.
